Removing Bottlenecks and Unlocking Resources for Growth
The meeting between the Government Standing Committee and the business community took place as Vietnam accelerates the implementation of national development goals set out in resolutions of the Party, the National Assembly and the Government. It served as an important forum for the Government to hear directly from businesses, discuss solutions to pressing challenges, strengthen institutions, improve the investment and business climate, and mobilise resources more effectively for economic growth.
Addressing the meeting, Prime Minister Le Minh Hung emphasised the important role of the business sector, particularly private enterprises, in Vietnam's economic development. He called on ministries, sectors and local authorities to press ahead with institutional reform, sharpen the efficiency of policy implementation, swiftly resolve obstacles facing businesses in investment and production, and create the conditions enterprises need to expand investment, drive innovation, strengthen competitiveness and contribute to rapid, sustainable economic growth.

BRG Chairwoman Proposes Three Key Solutions to Promote Private Sector Development
Representing the private business community at the meeting, Madame Nguyen Thi Nga said that achieving double-digit GDP growth is both an urgent requirement and a significant opportunity for Vietnam to make a breakthrough in its next phase of development. She emphasised that as institutions continue to improve, the effectiveness of policy implementation will be a decisive factor in translating strategic directions into practical outcomes and fresh momentum for businesses.
Drawing on the practical experience of member enterprises of the Vietnam Private Entrepreneurs Association and BRG Group, which employs more than 22,000 people, Madame Nguyen Thi Nga proposed three key groups of solutions to unlock resources, accelerate growth, and enhance the competitiveness of the private sector.
First, she called for continued improvement in the effectiveness of fiscal and monetary policy, alongside stronger development of green credit.
She proposed that the Government finalise mechanisms to support interest rates for green projects, issue guidance on implementing the National Green Classification System, and strengthen financial instruments to expand medium- and long-term capital for businesses' green transition. According to Madame Nguyen Thi Nga, these measures would lay an important foundation for stronger competitiveness and sustained long-term growth.
Second, she highlighted the need to build a stronger domestic retail market by deepening the links between manufacturers, supply chains and modern distribution networks. Amid continued volatility in global trade, she noted that strengthening domestic consumption is particularly important to improving the economy's resilience and self-reliance.

Drawing on BRG Group's experience operating one of Vietnam's ten largest retail networks, Madame Nguyen Thi Nga said demand for high-quality Vietnamese products remains substantial and should be further unlocked through closer coordination across production, processing, distribution and consumption.
She proposed that the Government establish a national programme to build supply chains for Vietnamese goods, alongside mechanisms encouraging large enterprises to support SMEs and cooperatives with quality standardisation, technology transfer, logistics, market access and supply chain development. Such measures, she said, would strengthen the competitiveness of domestic enterprises and expand Vietnamese companies' participation in global value chains.
Third, Madame Nguyen Thi Nga proposed positioning tourism as a stronger engine of growth for the economy. She recommended that the Government explore special mechanisms for large-scale commercial, tourism and entertainment complexes; promote the night-time economy; expedite on-site VAT refund procedures for international visitors; and consider appropriate tax and fee policies to enhance Vietnam's tourism competitiveness in the region.
According to Madame Nguyen Thi Nga, developing high-quality shopping, entertainment and accommodation ecosystems would help increase visitor spending, extend length of stay, and generate spillover benefits for retail, transport, culture and other service industries.
